Johnson is also under pressure from the right not to accept a deal that is any weaker than a House-passed border measure that has no Democratic support. "In the days ahead, Congress must do its job and pass full-year funding bills that deliver for the American people," Mr. Biden said. "And House Republicans must act on the bipartisan National Security Supplemental, which already passed the Senate with overwhelming bipartisan support and would pass the House if it was brought to a vote."

Before the start of a new fiscal year on Oct. 1, Congress is responsible for passing a dozen appropriations bills that fund many federal government agencies for another year. The bills are often grouped together into a large piece of legislation, referred to as an "omnibus" bill. In a written statement, Johnson said his plan "will stop the absurd holiday-season omnibus tradition of massive, loaded-up spending bills introduced right before the Christmas recess." While his agreement avoided a lapse in government funding, it triggered a backlash from far-right Republicans that ultimately cost him the gavel.

The Senate is rejecting GOP policy riders because they know the House can’t pass a rule, Johnson told rank-and-file members. Jurors have heard from several prosecution witnesses, including former planning commissioner David Ambroz, mayoral aide Kevin Keller and Richelle Rios, estranged wife of Huizar. Chan, a onetime aide to Garcetti, is accused of playing a major role in the sprawling shakedown scheme run by former Councilmember Jose Huizar, who pleaded guilty last month.
